Two days after the October 17 riots, the executive tried to regain control. Interior Minister Laurent Nuñez admitted a loss of control and lack of anticipation, offered his resignation, which Emmanuel Macron refused, while Justice Minister Gérald Darmanin conceded the state had failed.
Prime Minister Sébastien Lecornu convened a crisis cell at Matignon and asked prefects to impose partial, localized curfews from Monday evening, alongside a massive judicial operation and a support fund for around 3,000 damaged shops. By evening curfews took effect in Lille and other northern communes, then in Paris around République and Les Halles, Lyon and Nice, with Marseille banning demonstrations.
Attention shifted to punishment, with 2,513 placed in custody and first alleged looters appearing in court, as mayors denounced the sacking and a gilets jaunes coordination called for an acte II on October 24.
