After two nights of looting in central Milan by groups described as mostly minors, Monday opened with a toll of 271 youths taken to police stations and 32 arrests and with the self-styled Movimento 17 ottobre calling for permanent mobilization via social media. Central luxury shops kept shutters down for fear of new assaults as police deployed around the Duomo, Confcommercio put damage at one million euros, and Prime Minister Meloni convened an emergency security summit at Palazzo Chigi.
President Mattarella condemned unacceptable violence by previously unseen actors and expressed solidarity with police, while the defence minister ordered reinforcements for the city and the government announced a cabinet meeting Tuesday on a decree including preventive detention and expanded military police powers. Donald Trump attributed the unrest in Italy and France to immigration.
